MY STORY
On the corner of Butler Avenue and Alondra Boulevard in Compton, California sits a weathered white church worn from neglect. Its barred windows, decrepit paint, and steel gates are classic to the neighborhood, and its presence reminds me more of a prison than a sanctuary. When I was younger, the church served as a marker of how close I was to entering the metal fence and overgrown grass of my elementary school. Like the abandoned church, the school lacked attention and resources. Due to the scarcity of learning tools in my neighborhood, my mother often drove me to a library 45-minutes away to take advantage of needed textbooks, novels, and education activities. Our near two-hour trips back and forth taught me several things: my circumstances are never an excuse for failure, learning involves immersing yourself into different environments, and considering my surroundings, I have to be willing to work harder to achieve success. More importantly, these excursions, along with my mother's extra homework assignments, established a commitment to becoming a better, well-rounded person everyday. I've come to realize that the worn white church serves as a testament to my will and my reminder to never lose hope.

PROFICIENCIES
Jillean has been an ambassador, advisor, and trustee for several elected officials, state agencies, and executive-level managers. She developed, implemented, and managed economic development programs and strategic plans for counties throughout Missouri and Indiana. A California native, Jillean grew up in a mixing pot that blessed her with exposure to diverse perspectives and methodologies.  Her experience has groomed her to  advise small businesses, not-for-profits, and local government on risk management, strategic planning, and economic development. She currently specializes in the certification of Community Development Financial Institutions and Community Development Corporations, and Privacy Shield.

COMMUNITY SERVICE
In 2014, Jillean spearheaded the creation of The Exchange at the Indianapolis Urban League, an auxiliary organization of the Indianapolis Urban League. The group was formed to better prepare Central Indiana's most talented urban professionals for community service and leadership, and career success. Today, The Exchange has over 100 members dedicated to community service, civic rights, and racial justice.

VICE PRESIDENT, THE ROFORI CORPORATION
Retained to assess internal/external privacy policies and vendor management safeguards, improve data management processes (via SIPOCS), and advise on Privacy Shield Certification and compliance with the European Union's General Data Protection Regulation (GDPR) and California's Consumer Privacy Act (CCPA). Provide critical insight to the Information Technology Team for the development of a cybersecurity monitoring and privacy compliance software program customized for clients' needs. Draft and negotiate Data Processing Agreements with vendors throughout the United States and the European Union.
2018 - 2019
DEPUTY TREASURER OF STATE,
OFFICE OF THE MISSOURI TREASURER
Recruited by the Missouri State Treasurer to evaluate key business operations, identify risks and deficiencies, and present recommendations for the restructure and program management of MOSERS, a pension system valued at nearly $8B in assets. Key contributor in identifying opportunities to decrease the pension system's investment cost, saving the pension plan nearly $25M over 2 years. Managed relationships with internal and external stakeholders (including, the Federal Reserve Bank of St. Louis and Missouri Bankers's Association) and conceived the Treasurer's Financial Literacy Program.

CHIEF DEPUTY TREASURER AND GENERAL COUNSEL,
OFFICE OF THE INDIANA TREASURER
Key member of the executive team that achieved over $80M in investment income on the treasury portfolio in FY 2014. Created and implemented an administrative review process to resolve pension issues for the State Police Pension Trust, valued at nearly $500M in assets. Monitored and amended multiple Investment Policy Statements and collaborated with investment consultants, executive directors, and board members to pinpoint key markets and launch financial plans for dozens of investment funds.

LEGISLATIVE DIRECTOR,
INDIANA PUBLIC RETIREMENT SYSTEM
Led compliance and legislative teams through several high profile legislative sessions. Educated Board Trustees and staffers on legislative proposals and published legislative summaries for nearly 400,000 pension members. Collaborated with the Chief Investment Officer, Chief Legal Counsel, Communications Director, Chief Operations Officer, and Chief Auditor to monitor the operational, financial, and reputational risk of the pension system.

GENERAL COUNSEL, OFFICE OF THE INDIANA TREASURER
Advised on multimillion-dollar loans to school corporations and negotiated key contract provisions. Identified key risk areas and drafted legal opinions regarding the issuance of notes in the bank's Advanced Funding and Refunding Bond program. Advised local county treasurers on the legality of investment programs. Key member of the executive team that achieved over $85M in investment income on its overall portfolio in FY 2012.

JURIS DOCTORATE, INDIANA UNIVERSITY
The IU Robert H. McKinney School of Law offers four degrees: Doctor of Jurisprudence, Master of Laws, Doctor of Juridical Science, and Master of Jurisprudence. Located within walking distance of the federal district court, Indiana's Supreme Court and appellate courts, and Indiana legislature, the law school provides advantages of an urban educational environment. After interning in all three branches of state government, Long Battle earned a J.D. and became a member of the Indiana Bar in 2011.

CERTIFIED INFORMATION PRIVACY PROFESSIONAL, EUROPE AND UNITED STATES
The International Association of Privacy Professionals is a premier comprehensive global information privacy community that offers privacy certification programs for professionals who manage, handle and access data. Long Battle became a member of IAPP in 2018, and earned a certification in CIPP/Europe, which encompasses pan-European and national data protections laws in 2019. In 2018, she earned her CIPP/US certification which focuses on state privacy laws, workplace privacy, and limits on privacy sector information collection and use of data.

The Indiana Leadership Forum is a seminar series focused on government and political leadership. To date, over 500 Hoosiers have graduated from ILF. Long Battle completed the well respected program in 2012.

Lugar Excellence in Public Service has played a key role in developing women leaders in Indiana. Inspired by the leadership of U.S. Senator, Richard Lugar, the program gives participants unique access to public officials and an effective and diverse statewide political network.
